What Are the Healthy Homes Taupo Standards?
The Healthy Homes Taupo Standards are a set of minimum requirements that rental properties in New Zealand must meet to ensure tenants live in warm, dry and healthy homes.
They cover five key areas:
Heating – fixed heating that can warm the main living area
Insulation – ceiling and underfloor insulation to keep the home warm
Ventilation – extractor fans and windows to remove moisture
Moisture ingress & drainage – preventing dampness and mould
Draught-stopping – sealing gaps and cracks
All private rentals must comply by 1 July 2025 (unless exempt).
For landlords, this means your property’s ceiling and underfloor insulation must meet or exceed the required R-values for your climate zone and be in reasonable condition.

What Does the Insulation Standard Require?
In New Zealand, all rental homes are required to have ceiling and underfloor insulation meeting minimum R-values (heat resistance) and thickness, typically at least 120mm thick for ceilings and R1.3 for underfloor, based on climate zones, with exceptions possible, but landlords must document compliance or non-compliance via an Insulation Statement for tenants. The Healthy Homes Standards build on earlier rules, mandating adequate insulation or replacement if in poor condition, focusing on R-values (e.g., R2.9-3.3 for ceilings) and requiring ground moisture barriers in subfloors for better warmth.
Key Insulation Requirements
Compulsory Installation: All rental homes must have ceiling and underfloor insulation where reasonably practicable.
Ceiling Insulation: Must meet R-values or be at least 120mm thick if installed before July 2016, in good condition.
Underfloor Insulation: Minimum R-value of R1.3, securely installed with no major rips or tears.
Ground Moisture Barrier: Required in most enclosed subfloors to prevent moisture entry.

Provide an Insulation Statement: A mandatory part of new tenancy agreements detailing the home's insulation status.
Maintain Records: Keep all documentation proving compliance.
Address Non-Compliance: If a property doesn't meet standards, landlords must remedy it, or tenants can issue a 'Notice to Remedy' and apply to the Tenancy Tribunal.
